Memorial resolution honoring Pastor Dave Welch, founder and executive director of the Houston Area Pastor Council, Texas Pastor Council, and United States Pastor Council

Pastor Welch held leadership positions in religious organizations for four decades, including founding executive director of the Christian Coalition of Washington, national field director of the Christian Coalition, and executive director of Vision America

The Houston Area Pastor Council, launched in 2003 under Pastor Welch's guidance, grew to involve more than 300 pastors and served as a national model for interracial, interdenominational pastoral teams

Pastor Welch was ordained by Grace International, licensed with the Church of God in Christ, married to his wife Valerie for 42 years, and had six children and twenty grandchildren

Adopted by the Texas Senate on June 1, 2025, by a rising vote, with the Senate adjourning in his memory
