Caps aggregate out-of-state political contributions at $5,000 for statewide offices, $2,500 for district offices, and $1,000 for county offices per election

Prohibits political committees from contributing to candidates if more than 50% of the committee's donations in the preceding reporting period came from a single out-of-state contributor

Requires candidates who accept contributions exceeding these limits to return the funds within 5 days or by the end of the reporting period, whichever is later

Violations subject to civil penalties of up to three times the amount of contributions accepted illegally, imposed after a formal hearing by the Texas Ethics Commission

Applies only to contributions accepted on or after the act's effective date, which is 91 days after the legislative session ends
