Cited as the Youth Camp Alert, Mitigation, Preparedness, and Emergency Response (Youth CAMPER) Act, requiring youth camps to develop and submit emergency plans to the Texas Department of State Health Services for annual approval

Creates a Youth Camp Safety Multidisciplinary Team composed of representatives from seven state agencies including the Texas Division of Emergency Management, State Fire Marshal's Office, and Department of Public Safety to develop proposed minimum safety standards

Requires youth camps to maintain weather alert radios, install emergency warning systems with public address capabilities, and monitor safety alerts from the National Weather Service and local river authorities

Mandates emergency plans include procedures for responding to lost campers, fires, severe injuries or deaths, aquatic emergencies, epidemics, unauthorized individuals on premises, and transportation emergencies

Requires the executive commissioner to establish minimum camper-to-counselor ratios for overnight stays and authorizes penalties for noncompliance with the chapter's requirements
