Amends the Agricultural Credit Act of 1978 to allow agricultural producers to receive advance payments for emergency conservation measures, including up to 75% for replacement or rehabilitation work and up to 50% for repairs, based on fair market value

Expands advance payment eligibility beyond fencing to include farmland rehabilitation and repair or replacement of farmland and conservation structures

Defines covered wildfires to include those not caused naturally, such as fires caused by the Federal Government, if the damage results from the fire spreading due to natural causes

Creates advance payment option for the Emergency Forest Restoration Program, allowing nonindustrial private forest land owners to receive up to 75% of emergency measure costs before work begins

Requires return of advance funds within a reasonable timeframe if not expended within 180 days of receipt by forest land owners
