Prohibits the Secretary of Veterans Affairs from transmitting personally identifiable information of VA beneficiaries to the Department of Justice for use in the National Instant Criminal Background Check System (NICS) solely because the VA has assigned a fiduciary to manage their benefits

Requires a judicial finding by a judge, magistrate, or other judicial authority that a beneficiary is a danger to themselves or others before such information can be transmitted to NICS

Mandates the Secretary notify the Attorney General within 30 days of enactment that prior transmittals of beneficiary information (dating back to November 30, 1993) based solely on fiduciary status no longer apply

Establishes that VA determinations of mental incompetence or assignment of a fiduciary are insufficient bases to classify a person as "adjudicated as a mental defective" under federal firearms law
