Foreign government officials who engage in censorship of American speech would be deemed inadmissible to the United States and barred from entry

Foreign government officials already in the U.S. who committed such acts would be deportable

Covered conduct includes any act against a U.S. citizen located in the United States that would violate the First Amendment if committed by a U.S. government official

Applies to officials who were "responsible for or directly carried out" censorship acts at any time while serving as a foreign government official

Amends Sections 212(a)(2) and 237(a)(2) of the Immigration and Nationality Act to add censorship as grounds for inadmissibility and deportation
