Establishes a Ski Area Fee Retention Account in the Treasury where ski area permit rental charges collected by the Forest Service will be deposited and remain available for 4 fiscal years without further appropriation

Allocates 80% of collected fees to the National Forest unit that collected them (75% for ski area program administration, 25% for facility maintenance and recreation improvements), with 20% distributed agency-wide

Permits expenditures for ski area permit processing and administration, staff training, visitor services, wildfire planning near recreation sites, law enforcement, search and rescue, avalanche education, and Forest Service facility repairs

Prohibits use of Account funds for wildfire suppression activities or land acquisition for the National Forest System

Takes effect 60 days after enactment and specifies that retained fees must supplement rather than supplant existing appropriated funding for National Forest operations
