Prohibits the Treasury Secretary from allowing any individual to access Treasury payment systems (including Bureau of the Fiscal Service) unless they meet specific eligibility criteria

Treasury officers, employees, or contractors must be otherwise eligible, have a performance rating of fully successful or higher, and have at least one year of civil service or contract experience

Non-Treasury individuals seeking access must hold appropriate security clearance, have at least one year of continuous civil service, complete required privacy and cybersecurity training, and sign a written ethics agreement with Treasury or the Office of Government Ethics

Treats any non-government individual who accesses these payment systems as an executive branch employee for purposes of conflict of interest laws (18 U.S.C. § 208), with any actions affecting payments considered "personal and substantial participation"

Requires the Treasury Inspector General to investigate and report to Congress within 30 days on each instance of unauthorized access, including a description of actions taken, risk assessment, and details of any stopped payments
