VA health care professionals may deliver, distribute, or dispense controlled substances to veterans via telemedicine without requiring an in-person medical examination

Providers must hold an active, current, full, and unrestricted state license and prescribe for legitimate medical purposes in the usual course of professional practice

Covered professionals include VA employees (not contractors) authorized to provide health care, as well as health professions trainees under clinical supervision of qualified VA providers

The Secretary of Veterans Affairs must establish regulations with guidelines and processes for telemedicine dispensing of controlled substances

All obligations under the Controlled Substances Act remain in effect for covered health care professionals
