Establishes Grand Junction, Colorado as the official headquarters location for the Bureau of Land Management (BLM)

Requires all BLM employee positions stationed in Grand Junction at the time of enactment to remain stationed there

Directs the Secretary of the Interior to conduct a feasibility study on relocating additional BLM positions to either Grand Junction or other western states (Alaska, Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, or Wyoming)

Study must evaluate whether relocation would improve federal land management, coordination with local communities, and support for tourism, conservation, outdoor recreation, grazing, and energy production

Requires the Secretary to submit a report on the study to the House Natural Resources Committee and Senate Energy and Natural Resources Committee within 365 days of enactment
