Establishes the Veterans Advisory Committee on Equal Access, a 15-member body appointed by the VA Secretary to advise on accessibility of VA facilities, services, benefits, and information technology for individuals with disabilities

Committee membership includes 4 veterans with disabilities, 4 accessibility experts, 2 VA employees from Section 508 and Architectural Accessibility offices, and 5 representatives from veterans service organizations, plus 4 ex officio members

Requires biennial reports to Congress assessing access barriers, VA compliance with disability laws (ADA, Rehabilitation Act, Architectural Barriers Act), and recommendations for improvement

Committee terminates 7 years after enactment; before establishing the new committee, VA must abolish or consolidate an inactive advisory committee within 180 days

Extends the limitation on certain pension payments to veterans in nursing facilities from November 30, 2031 to January 31, 2032
