Department of Homeland Security prohibited from procuring batteries produced by six named Chinese companies (CATL, BYD, Envision Energy, EVE Energy, Gotion High-tech, Hithium) beginning October 1, 2027

Prohibition extends to entities on Uyghur Forced Labor Prevention Act lists, Chinese military companies identified by the Secretary of Defense, and entities on the Commerce Department Entity List, plus any subsidiaries or successors

Battery considered "produced by" a prohibited entity if that entity assembles the final product using the battery or provides a majority of the battery's components

Secretary of Homeland Security may waive the prohibition if batteries pose no national security risk and no comparable alternative exists, or if procurement is solely for research, testing, or training purposes, with 15-day congressional notification required

DHS must submit a report within 180 days on anticipated mission and cost impacts across nine components including CBP, ICE, Secret Service, TSA, Coast Guard, and CISA
