Directs the Secretary of State, in consultation with the Secretary of Commerce, to support Western Hemisphere countries in diversifying semiconductor upstream supply chains (mining and processing of zinc, gallium, germanium, silicon, lithium, cobalt) and downstream supply chains (testing and packaging facilities)

Authorizes the U.S. International Development Finance Corporation to fund semiconductor supply chain projects in upper-middle-income and high-income Western Hemisphere countries, waiving existing income-level restrictions under the BUILD Act of 2018

Requires Presidential certification to Congress that DFC support in higher-income countries furthers U.S. national economic or foreign policy interests before funding can proceed

Establishes U.S. policy to promote regionally-based semiconductor ecosystems in the Western Hemisphere to complement domestic investments under the CHIPS and Science Act

Provides diplomatic support through the Organization of American States to facilitate cross-border infrastructure negotiations, enhance semiconductor regulatory environments, and integrate semiconductor markets across the region
