Reauthorizes the recovery housing pilot program for fiscal years 2026-2031, extending from the original 2019-2023 authorization period and removing the previous 2-year participation limit

Prioritizes funding to states with greatest need based on unemployment rates, labor force participation, drug overdose death rates, and unsheltered homelessness rates from 2019-2023 data

Requires states to use federal funds only to supplement (not replace) existing state and local funding for housing and recovery services

Mandates state consultation with continuums of care and public housing agencies to develop plans for transitioning participants to stable housing after program eligibility ends

Allows up to 2% of program funds for technical assistance, publishing best practices, and outreach to grantees and potential participants
