Prohibits U.S. assistance to any country whose UN voting record aligns with the U.S. position less than 50% of the time, based on General Assembly votes (and Security Council votes for council members)

Affected assistance includes Economic Support Fund aid, International Military Education and Training, Foreign Military Financing Program funds, and any other monetary or physical assistance

Secretary of State may exempt countries that have experienced fundamental government leadership changes and are expected to no longer oppose U.S. positions at the UN

Exemptions require congressional notification with explanation and remain effective only until the next annual UN voting report is submitted to Congress

Takes effect upon submission of the UN voting comparison report due by March 31, 2026
