Secretary of State must submit a strategy within 180 days for strengthening cooperation between the United States, Australia, India, and Japan (the "Quad") on shared Indo-Pacific challenges

Secretary of State must begin negotiations within 60 days to establish a Quad Inter-Parliamentary Working Group with the three partner nations

A United States Group of up to 24 Members of Congress (12 from each chamber) would be created to represent the U.S. at the Inter-Parliamentary Working Group, meeting at least annually with legislative counterparts

Strategy must address current Quad initiatives on economic growth, technology, energy, infrastructure, supply chains, and global health, along with barriers to expanding cooperation

United States Group must submit annual reports to the House Foreign Affairs and Senate Foreign Relations Committees outlining activities, expenditures, and recommendations for enhancing the Quad
