Amends the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to expand scholarship eligibility at 1890 land-grant institutions to explicitly include bachelor's and graduate degree programs

Provides $15,000,000 in mandatory funding from the Commodity Credit Corporation for fiscal year 2025 and each fiscal year thereafter, with funds remaining available until expended

Extends discretionary funding authorization from fiscal years 2020-2023 to fiscal year 2020 and each fiscal year thereafter

Removes the 4-year limit on scholarship renewals, allowing students to receive funding for each academic year that funding remains available
