Reauthorizes the President's executive reorganization authority through December 31, 2026, reviving powers that expired in 1984

Expands reorganization purposes to include eliminating operations deemed unnecessary for constitutional duties, reducing Federal employees, and eliminating government operations that do not serve the public interest

Removes the previous restriction that prohibited abolishing enforcement functions or statutory programs through reorganization plans

Prohibits reorganization plans that would create a net increase in Federal workers or a net increase in expenditures

Broadens the definition of "executive department" to cover any executive department, agency, independent establishment, government corporation, or executive branch office/officer (excluding GAO)
