Amends Public Law 87–590 to modify repayment terms for the Arkansas Valley Conduit in Colorado, a project to provide domestic water supplies to communities without reliable water access

Requires payment equal to 35% of the conduit's cost, consisting of funding from non-federal entities during construction and repayment of the remaining balance

Allows communities demonstrating financial hardship to repay over up to 75 years with simple interest at 50% of the Treasury rate

Permits revenue from Fryingpan-Arkansas project excess capacity contracts and exchange contracts to count toward repayment obligations

Transfers care, operation, maintenance, and replacement responsibilities for the conduit to the contracting parties
