Settles water rights claims of the Navajo Nation in the Rio San José Stream System in New Mexico, resolving litigation pending since 1983 in the Thirteenth Judicial District Court

Establishes the Navajo Nation Rio San José Settlement Trust Fund with $200,271,000 for water rights settlement activities and $23,000,000 for operations and maintenance, with funds adjusted for inflation

Requires New Mexico to contribute $3,000,000 to the Bluewater Toltec Irrigation District and Acequia Madre del Ojo del Gallo, and to enact legislation allowing Navajo water rights leases up to 99 years

Authorizes the Navajo Nation to expand the Navajo-Gallup Water Supply Project service area to deliver water to communities within the Rio San José Basin

Requires the Navajo Nation to execute waivers releasing claims against the United States and other parties for water rights disputes in the Rio San José Stream System in exchange for the settlement benefits
