Secretary of Commerce must establish a program to sequence genomes of aquatic species, coordinating with federal agencies, state and tribal governments, nonprofits, and universities to support conservation and scientific research

Program activities include identifying and cataloguing specimens, obtaining genetic samples, extracting DNA, sequencing genomes to reference standards, and making genomic data publicly available through the National Center for Biotechnology Information within 360 days of completion

Priority species include those listed as threatened or endangered, non-indigenous aquatic species, species contributing to harmful algal blooms, fish managed under the Magnuson-Stevens Act, marine mammals, and species in the Seafood Import Monitoring Program

Tribal governments retain sole authority to determine whether and when to publicly release genomic data from species they sequence or provide samples for

Authorizes $2,000,000 annually for fiscal years 2025 through 2031, with the program taking effect 180 days after enactment
