Requires the Assistant Secretary of Commerce for Communications and Information to submit a plan to Congress within 180 days of enactment for tracking Form 299 applications for communications use authorization on federal lands

Plan must describe the process for tracking acceptance, processing, and disposal of each Form 299, as well as providing applicants greater transparency on application status

Applies to communications facility permits on public lands managed by the Bureau of Land Management, National Park Service, U.S. Fish and Wildlife Service, Bureau of Reclamation, and National Forest System lands

Plan must identify any potential barriers to implementation and describe how to most expeditiously implement the tracking system
