Amends the Clean Air Act to allow year-round sale of E15 gasoline (10-15% ethanol blends) nationwide by extending the Reid Vapor Pressure waiver that previously applied only to E10 fuels during summer months

States that previously received EPA approval for the 1 psi Reid Vapor Pressure waiver for E10 will automatically have the waiver extended to E15 blends without requiring new notification from governors

Permits fuels meeting existing waiver conditions to be sold if they comply with all other Reid Vapor Pressure requirements, even if exceeding the waiver's specific vapor pressure limitations

Requires EPA to return or credit renewable fuel credits to small refineries that retired credits for compliance years 2016-2018 while their exemption petitions remained pending as of December 1, 2022

Small refineries with denied petitions as of July 1, 2022 that had not received returned credits by December 1, 2022 are also eligible to have their 2018 compliance year credits restored
