Posthumously awards a Congressional Gold Medal to former President Jimmy Carter (1924-2024), the 39th President who served from 1977 to 1981

Recognizes Carter's foreign policy achievements including the Camp David Accords, Panama Canal treaties, SALT II nuclear treaty, and establishment of U.S. diplomatic relations with China

Honors Carter's post-presidency humanitarian work through the Carter Center, including near-eradication of Guinea worm disease (reduced from 3.5 million cases in 1986 to 14 in 2023) and Habitat for Humanity's Carter Work Project building over 4,400 homes

Directs the gold medal to be given to the Carter Center in Atlanta, Georgia, following the award presentation

Authorizes the Secretary of the Treasury to strike and sell bronze duplicate medals, with proceeds deposited into the U.S. Mint Public Enterprise Fund
