Amends the Animal Health Protection Act to require the Secretary of Agriculture to compensate poultry facility owners who are prohibited from growing or laying flocks due to their location within an APHIS-designated control area

Compensation amount equals the average income from the facility's 5 most recent flocks multiplied by the number of flocks prohibited during the control area period

Federal payments are reduced by any compensation received from state or other sources for the same prohibited flocks, and must be paid within 60 days of a compensation request

Covers domesticated fowl bred for eggs or meat production, including chickens, turkeys, ostriches, emus, waterfowl, and game birds, but excludes doves and pigeons

Prohibits duplicate payments to owners who already received compensation for destroyed animals under existing law for the same facility in the same control area and time period
