Restores VA educational assistance entitlement to veterans who attended educational institutions that committed fraud, lost approval status, violated section 3696 requirements, or were closed by the Department of Justice for fraud

Requires educational institutions to repay the VA Secretary for any restored benefits when students receive entitlement restoration due to institutional misconduct

Allows the Secretary to file claims with the Department of the Treasury to recoup all educational assistance funds from institutions found guilty of fraud by a court

Establishes an appeals process for educational institutions to request review of repayment determinations

Applies to periods occurring on or after the date of enactment and covers multiple VA education benefit programs including chapters 30, 31, 32, 33, and 35 of title 38
