Renames and codifies USDA's Rural Hospital Technical Assistance Program as the Rural Health Care Facility Technical Assistance Program, expanding eligibility to include rural health clinics, community health centers, home health agencies, and other rural health care facilities beyond hospitals

Requires the Secretary of Agriculture to provide technical assistance and training to help rural health care facilities identify development needs, improve financial and business management, and apply for USDA loan and grant programs

Gives priority participation to existing USDA borrowers and grantees, with additional consideration for facilities in health professional shortage areas, medically underserved areas, those with financial vulnerability, and electronic health record implementation needs

Authorizes up to $2,000,000 annually for fiscal years 2026 through 2030 to carry out the program

Requires annual reports to the House and Senate Agriculture Committees detailing projects completed, outcomes achieved, program effectiveness, and recommendations for improvement
