Expands Post-9/11 GI Bill eligibility to National Guard members performing full-time National Guard duty or active duty as defined under title 32, United States Code

Adds reserve component service including active duty, inactive-duty training, and annual training duty as qualifying service for educational assistance benefits

Applies retroactively to service performed on or after September 11, 2001

Takes effect one year after enactment

Time limitations for using educational entitlement apply as if amendments were enacted with the original Post-9/11 Veterans Educational Assistance Act of 2008
