Establishes the "Quapaw Bear Settlement Trust Account" within the Department of the Interior Bureau of Trust Funds Administration to hold and administer settlement funds

Requires claimants to submit allocation and distribution disputes to third-party mediation within 45 days of enactment, with mediation proceedings being confidential and non-binding without written consent

Provides for Secretarial Allocation process if claimants cannot reach agreement within 18 months, including formal hearings and a final distribution plan determined by the Secretary of the Interior

Authorizes the Secretary to utilize the Federal Mediation Conciliation Service for technical support and dispute resolution resources
