Prohibits federal election administration funds under the Help America Vote Act from being provided to states that do not allow local governments to hold elections for local office in odd-numbered years

Amends Title IX of the Help America Vote Act of 2002 by adding a new Section 907 establishing the funding prohibition

Takes effect beginning in fiscal year 2027

Expresses the sense of Congress that local elections held in odd-numbered years provide greater focus on local candidates and issues, prevent ballot overcrowding, and allow voters to make more informed decisions
