Designates five new wilderness areas in Wyoming totaling approximately 20,413 acres: Encampment River Canyon (4,524 acres), Prospect Mountain (1,100 acres), Upper Sweetwater Canyon (2,877 acres), Lower Sweetwater Canyon (5,665 acres), and Bobcat Draw (6,247 acres)

Releases 17 wilderness study areas from protected status, allowing them to be managed under standard Bureau of Land Management practices rather than wilderness restrictions

Establishes the Dubois Badlands National Conservation Area (4,446 acres) and Dubois Motorized Recreation Area (368 acres), along with seven special management areas totaling over 90,000 acres across multiple Wyoming counties

Withdraws designated wilderness and special management areas from mineral leasing, mining claims, and public land disposal, though allows directional drilling from outside boundaries in some areas

Requires fire management plans within 180 days, travel management plans within 2 years, and studies on potential motorized recreation areas in Fremont, Hot Springs, and Washakie counties
