Beginning January 3, 2027, Members of Congress and congressional staff would receive health care exclusively through the Department of Veterans Affairs instead of the Federal Health Benefits Program or health care exchanges

Care would be provided at VA facilities and non-VA facilities under the same authority used to furnish care to veterans, treating Members and staff as if they were veterans

The Secretary of Veterans Affairs and Director of the Office of Personnel Management must jointly submit an implementation plan to Congress by September 15, 2025

Covered individuals include Senators, Representatives, Delegates, the Resident Commissioner from Puerto Rico, and employees of the House and Senate
