Amends the FAST Act (Fixing America's Surface Transportation Act) to explicitly add "mining" to the definition of covered projects eligible for streamlined federal permitting under Title 41

Prohibits the Federal Permitting Improvement Steering Council from finalizing, implementing, administering, or enforcing a September 2023 proposed rule that would have revised the scope of mining projects eligible for FAST Act coverage
