Secretary of State may refuse to issue or revoke passports of individuals convicted under the National Organ Transplant Act who used a passport or crossed international borders in committing the offense

President must submit a list within 180 days of persons who fund, sponsor, or facilitate forced organ harvesting or organ trafficking, with mandatory sanctions including property blocking and visa ineligibility

Amends the Foreign Assistance Act of 1961 to require annual human rights reports to include assessments of forced organ harvesting and organ trafficking in each foreign country

Explicitly names members of the Chinese Communist Party as targets for accountability in forced organ harvesting and organ trafficking activities

Provides exceptions for humanitarian assistance, agricultural commodities, food, and medicine, with presidential waiver authority for up to 180-day periods when vital to national security
