Requires the 2030 decennial census and all subsequent censuses to include a citizenship question with four response categories: U.S. citizen, U.S. national (non-citizen), lawful resident alien, or unlawful resident alien

Mandates the Secretary publish state-by-state population data disaggregated by all four citizenship categories within 120 days of census completion

Changes congressional apportionment to count only U.S. citizens rather than all persons, excluding non-citizens from determining the number of House Representatives and Electoral College votes each state receives

Applies the new apportionment method beginning with the 2030 census and all succeeding decennial censuses

Contains a severability clause preserving remaining provisions if any part is found unconstitutional
