Grants oversight authority over the First Responder Network Authority (FirstNet), including responsibility for conducting annual audits of FirstNet's activities

Requires the office to oversee federal studies and prototyping of advanced communications technologies that enhance public safety, including test protocols and simulation tools

Directs the Associate Administrator to advise on NTIA public safety communications responsibilities and evaluate the domestic impact of related matters pending before the FCC, Congress, or executive branch agencies
