Reauthorizes the voluntary public access and habitat incentive program under the Food Security Act of 1985, which provides grants to states and tribal governments to encourage landowners to allow public access for hunting, fishing, and other recreational activities

Allocates $150,000,000 in mandatory funding from the Commodity Credit Corporation for fiscal years 2025 through 2029

Designates $3,000,000 of the total funding specifically for enhanced public access to wetland reserve easements through agreements with states and tribal governments

Amends Section 1240R of the Food Security Act of 1985 (16 U.S.C. 3839bb–5) by replacing the existing funding subsection with new funding provisions
