Requires manufacturers to provide vehicle owners and their designees access to vehicle data through OBD ports and wireless telematics systems on the same terms as dealers and authorized service providers

Establishes data privacy protections requiring persons who receive vehicle data to delete it within 72 hours upon owner request and restricts use of data to repair-related purposes only, with exceptions for de-identified research data

Creates a Fair Competition After Vehicles Are Sold Advisory Committee within the FTC with 13 members representing repair facilities, parts manufacturers, automakers, consumer groups, and insurers to monitor implementation

Enforced by the FTC as unfair or deceptive trade practices with a complaint process requiring investigation conclusions within 5 months; preempts state laws covering the same subject matter
