Establishes Fort Monroe National Historical Park in Virginia to preserve historic, natural, and recreational resources including Old Point Comfort's history as the first entry point of captive Africans into English North America in 1619

Abolishes the existing Fort Monroe National Monument (established by Presidential Proclamation 8750 on November 1, 2011) and incorporates all its land and unobligated funds into the new Historical Park

Authorizes the Secretary of the Interior to acquire land within park boundaries through donation, transfer, exchange, or purchase from willing sellers using donated or appropriated funds

Preserves Virginia's authority over civil and criminal jurisdiction and non-Federal land within park boundaries, while allowing cooperative agreements with public or private entities for preservation efforts with Federal cost-share capped at 50%

Permits replacement construction for any lost or demolished buildings within the Fort Monroe National Historic Landmark District, provided construction complies with the Secretary's Standards for Treatment of Historic Properties
