Requires the Assistant Secretary of Commerce for Communications and Information to submit reports to Congress on whether the Department of the Interior and Department of Agriculture have established online portals to accept, process, and dispose of Form 299 applications for communications facility authorizations on federal lands

Initial report due within 90 days of enactment, with follow-up reports every 60 days thereafter until both departments establish their online portals and notify the Assistant Secretary

Reports must identify any barriers preventing the establishment of online portals for processing communications use authorizations on public lands and National Forest System land

Covers Form 299 applications used for easements, rights-of-way, leases, licenses, or other authorizations to place and operate communications facilities on covered federal lands

Reports go to House Energy and Commerce, House Natural Resources, Senate Commerce, Science and Transportation, and Senate Environment and Public Works committees
