Prohibits the Secretary of Agriculture from providing financial assistance for projects that would convert covered farmland to ground-mounted solar energy production

Exempts projects converting less than 5 acres of farmland, or projects converting less than 50 acres where the majority of energy produced is for on-farm use

Exempts projects that have received a resolution of approval from each county and municipality where the project is located

Requires applicants seeking exemptions under local approval to develop a farmland conservation plan addressing soil health protection during construction, operation, and decommissioning, plus restoration after solar production ends

Mandates repayment of full USDA financial assistance if a project fails to comply with farmland conservation plan requirements
