Establishes federal standards for mail-in ballots requiring requests be submitted 21 days before elections, ballots must be signed with the voter's registration signature, dated, and received by poll closing time on election day; limits who may possess or return another person's ballot to immediate family members or caregivers (maximum 2 ballots each)

Requires all ballots in federal elections to be counted and reported within 24 hours after polls close, with mail-in ballots received before election day to begin counting at least one week prior

Creates automatic voter registration system through government agencies (DMVs, Social Security, universities, etc.) that would register eligible citizens unless they decline, with implementation beginning January 1, 2027; authorizes $500 million for fiscal year 2025 to assist states

Establishes National Deconfliction Voting Database and Clearinghouse within CISA to help states ensure voters are registered in only one state, remove deceased voters, and verify citizenship; requires states to certify completion of voter roll maintenance 90 days before federal elections

Mandates states apply uniform election administration standards across all jurisdictions, including equal treatment of all voting methods (in-person, mail-in, etc.) and standardized procedures for provisional ballot acceptance and rejection
