Secretary of Agriculture must conduct biennial risk assessments of cybersecurity threats and vulnerabilities in the agriculture and food critical infrastructure sector, with reports submitted to relevant House and Senate committees starting within 1 year of enactment

Risk assessments must evaluate the nature of cyberattacks, potential impacts on food safety and national security, government and private sector readiness, existing policies and gaps, and recommendations for legislative or administrative action

Secretary of Agriculture must conduct annual cross-sector crisis simulation exercises over 5 years related to food emergencies, coordinating with DHS, HHS, the Director of National Intelligence, and other federal agencies

Simulation exercises must include realistic scenarios, input from experts across agriculture, public health, emergency management, transportation, energy, and cybersecurity sectors, and participants from all levels of government and the private sector

Authorizes $1,000,000 per year for fiscal years 2026 through 2030 to carry out the simulation exercise program
