Requires HUD to amend CDBG-DR and CDBG-MIT program regulations to provide resources and options for heir property owners and others lacking traditional documentation to prove property ownership for disaster recovery and mitigation assistance

Establishes acceptable proof of ownership to include signed affidavits of ownership and letters from schools, Federal/State benefit providers, and social service organizations including nonprofits

Defines "heir property" as residential property where title passed through intestacy (without a will) and is held by two or more heirs as tenants in common

Mandates HUD develop a standardized affidavit of ownership form that grantees must provide to applicants in English, Spanish, and other locally predominant languages at time of application

Prohibits grantees from requiring notarization of the signed affidavit of ownership form and exempts the form from public comment periods and publication notices
