Creates a separate grant program of $10,000,000 annually from fiscal years 2026-2030 for HUD-approved housing counseling agencies, legal services clinics at higher education institutions, and qualifying nonprofits to provide housing counseling, legal assistance, and financial assistance for heirs' property title clearing and home retention

Prioritizes grant awards to entities with proven track records of assisting homeowners, targeting services to minority and low-to-moderate-income persons, and operating in areas with high concentrations of heirs' property owners

Requires nonprofit organizations receiving HUD housing counseling funds to explain heirs' property risks to consumers, inform them of estate planning and title clearing options, and refer them to appropriate legal and nonprofit services

Defines heirs' property as residential property where title passed through intestacy (without a will) and is held by two or more heirs as tenants in common, with income eligibility set at 120% of area median income (140% in high-cost areas)
