Department of the Interior and Department of Agriculture must each establish online portals within 1 year to accept, process, and dispose of Form 299 applications for communications facility authorizations on federal lands

Portals will handle easements, rights-of-way, leases, licenses, and other authorizations for placing or modifying communications facilities on public lands and National Forest System land

Each Secretary must notify the Assistant Secretary of Commerce for Communications and Information within 3 business days of establishing their portal

NTIA will publish links to both department portals on its website to provide public access
