Amends the United States Housing Act of 1937 to apply the same poverty guidelines used for the contiguous 48 states and District of Columbia to Puerto Rico for determining "extremely low-income families" eligibility

Requires the Comptroller General to submit a report to Congress within 180 days on HUD's efforts to connect low-income Puerto Rico residents with housing assistance and affordable dwelling units

Mandates the report assess how HUD and the Puerto Rico Public Housing Administration identify and address housing needs for extremely low-income families in Puerto Rico

Requires evaluation of how HUD uses federal disaster recovery funds to rebuild and expand low-income housing after hurricanes and earthquakes in Puerto Rico

Directs the report to include recommendations for improving federal and local housing programs serving extremely low-income families in Puerto Rico
