Requires the DHS Under Secretary for Intelligence and Analysis to conduct annual audits of the Office of Intelligence and Analysis's information systems and bulk data, beginning within 180 days of enactment

Defines "bulk data" as large quantities of data acquired without discriminants where a significant portion lacks intelligence or operational value

Mandates congressional notification within 30 days when the Office begins using any new bulk data set, including associated terms and conditions, plus updates within 30 days of any changes to those terms

Requires audit findings to be submitted to relevant House and Senate homeland security and intelligence committees within 30 days of each audit's conclusion

Directs the Government Accountability Office to review the audit requirement's implementation within four years, including challenges and recommendations for improvement
