Amends the Farm Security and Rural Investment Act of 2002 to add "sustainable aviation fuel" to the definition of biofuels, making it eligible for USDA bio-energy programs

Defines sustainable aviation fuel as liquid fuel meeting ASTM International standards with at least 50% lifecycle greenhouse gas emissions reduction compared to petroleum-based jet fuel

Excludes fuels derived from palm fatty acid distillates, petroleum, or those co-processed with non-biomass feedstocks from the sustainable aviation fuel definition

Directs the Secretary of Agriculture to establish a "Farm to Fly Collaboration Initiative" to coordinate USDA efforts in advancing sustainable aviation fuel development, commercialization, and public-private partnerships

Amends the Biorefinery, Renewable Chemical, and Biobased Product Manufacturing Assistance program (Section 9003) to explicitly include sustainable aviation fuel as an eligible product for loan guarantees and assistance
