Amends the National Labor Relations Act to exclude Indian tribes and tribal enterprises located on Indian lands from the definition of "employer," exempting them from NLRA requirements

Defines "Indian tribe" as any federally recognized tribe, band, nation, pueblo, or organized group eligible for special federal programs and services

Defines "Indian lands" to include all lands within Indian reservations, trust lands held by the U.S. for tribes or Indians, and lands in Oklahoma within boundaries of former reservations
